The place that immediately comes to mind is Kyoto, which I've probably visited a dozen times but would never actually move to.
My first trip was a school excursion when I was fifteen, and honestly I was too young to appreciate it. It was only when I went back in my late twenties, in autumn, that the city properly got under my skin — the temples against the red maple leaves, the old wooden townhouses, the sense that every back street has a thousand years of history behind it. Now I go almost every year, usually just to walk, eat and soak up the atmosphere.
But living there is a different story. The famous areas are swarming with tourists most of the year, the summers are famously brutal — it sits in a basin, so the heat just settles — and decent housing near the centre comes with sky-high prices. Kyoto is the classic case of a place that's magical for three days and exhausting for three hundred and sixty-five.

I'd say the core appeal is novelty — travel forcibly resets your routines. The main reason we enjoy that is psychological: when everything around you is unfamiliar, you actually pay attention again, so time feels richer and slower. Take a weekend in a new city: three days there can feel longer than a month of ordinary life. Admittedly, some people travel more for status — the photos matter more than the place. But fundamentally, I think we're wired to find fresh environments stimulating.
